Police Commissioner Launches Weapon and Riot Control Training for FCT Officers Democracy Radio

National Institute for Legislative and Democratic Studies (NILDS) has commenced a three-day intensive workshop on drafting subsidiary legislation for legal officers from the Armed Forces and other law enforcement agencies in Abuja.
Declaring the programme open, NILDS Director-General, Professor Abubakar O. Sulaiman, underscored the critical role of subsidiary legislation in translating primary laws into actionable and enforceable provisions.
“While primary legislation provides the policy framework and legal mandate, it is subsidiary legislation that gives life to those mandates—ensuring operational clarity and legal enforceability,” he stated.
Professor Sulaiman said the training seeks to enhance technical drafting skills among legal officers to ensure stronger institutional capacity, effective governance, and adherence to the rule of law. He praised existing collaboration with security and law enforcement institutions, noting that such partnerships have improved legal competence and inter-agency coordination.
The workshop focuses on three objectives:
Deepening understanding of the constitutional and legal foundations of subsidiary legislation.
Introducing best practices for drafting clear, concise, and enforceable legal instruments.
Strengthening institutional capacity within legal departments of security agencies.
Featuring legal scholars, Senior Advocates of Nigeria, and governance experts, the programme combines theory with practical sessions to equip participants for real-world application.
Professor Sulaiman urged participants to fully engage in the training, share operational challenges, and apply the knowledge gained to boost individual and institutional effectiveness.
