Minister of Finance Wale Edun addresses the National Steering Committee during the launch of the HOPE programme in Abuja.

The Minister of Finance and Coordinating Minister of the Economy, Wale Edun, has described the HOPE programme as a transformative national strategy to unlock the country’s economic potential through bold investment in its people.

“HOPE” – Human Capital Opportunities for Prosperity and Equity, backed by the World Bank – aims to accelerate inclusive economic development by strengthening Nigeria’s systems in health, education, and governance.

According to a statement by the Director Information, Ministry of Finance, Mohammed Manga, Edun in his speech at the inaugural meeting of the National Steering Committee for the HOPE programme, said the initiative directly supports President Bola Tinubu’s economic renewal agenda, which places human capital development at the heart of sustainable growth.

“The President’s vision is clear: prosperity must be inclusive. No one is to be left behind,” Edun stated.

Chaired by the Minister of Budget and Economic Planning, Senator Abubakar Bagudu, the committee includes key Federal Executive Council members such as the Ministers of Education, Health, Women Affairs, and others. Together, they will drive implementation across all tiers of government.

With five states and the Federal Capital Territory already onboard, Edun urged other states to join quickly, stressing the urgency of investing in Nigeria’s youth.

He pointed to demographic projections indicating that African countries, including Nigeria, will account for 25% of the global workforce within the next 30 years.

A key element of the HOPE programme is the Boreum Plan – the financial framework for delivering targeted, state-led interventions in critical sectors.

Edun reiterated his ministry’s full support for its swift passage through the National Assembly before the legislative summer recess.

“This is not just a development plan. It is a generational investment,” he added.

The HOPE programme marks a major milestone in Nigeria’s effort to move from a resource-dependent economy to one built on the strength and skills of its people.
