PenCom, PFAs Launch Online RSA Data Recapture

The National Pension Commission (PenCom), in collaboration with Pension Fund Administrators (PFAs), will on 1 February 2026 launch a self-service online data recapture platform for Retirement Savings Account (RSA) holders.

The platform, known as the Data Recapture Self-Service Platform (PENCAP), enables contributors to remotely update their personal records without visiting their PFAs.

This exercise is required for all RSA holders who enrolled in the Contributory Pension Scheme (CPS) on or before 1 July 2019 and have not been recaptured.

PenCom in a statement on Friday says accurate data is essential for efficient administration of retirement benefits, noting that inconsistencies in legacy records have continued to create delays in verification and benefit processing.

The self-service option aims to speed up the data cleanup process, which began in 2019 but has recorded limited progress, leaving many eligible RSA holders unrecaptured six years later.

 

Through PENCAP, contributors can complete the entire process online by creating a secure profile, filling the Data Recapture Form, uploading required documents, and completing biometric verification through live facial capture and a digital signature.

Once submitted, PFAs will review the application, while contributors receive email notifications confirming receipt, approval, or rejection, including reasons where applicable.

PenCom warned that completing the recapture is mandatory for RSA holders in the affected category, as it is required to migrate their records onto the Enhanced Contributor Registration System (ECRS), which uses the National Identification Number (NIN) as a unique identifier.

Failure to recapture, the Commission added, will prevent contributors from accessing key pension services, including:

• processing of retirement benefits,

• participation in the Retiree Enrolment and Verification Exercise,

• applying to use a portion of RSA balance as mortgage equity contribution,

• withdrawal due to temporary job loss,

• and transferring RSAs between PFAs.

PenCom said the rollout of PENCAP aligns with its commitment to responsible digitalisation and improved service delivery for contributors.

RSA holders who prefer physical recapture may still visit their PFAs.
